OVERVIEW
Assignment
This contract Business Analyst 3 position will support the ***'s (BPA's) Transmission Field Services, specifically, Business Controls and Information (TFAI) organization. The business analyst will assist BPA management with developing initiatives, strategies, projects, and services that affect the operations, construction, and maintenance of the transmission system. This position will work collaboratively and across transmission organizations to assist BPA management with implementation of operational excellence initiatives. This position also assists with training development and facilitation for TFAI.
Organization
This position joins a team dedicated to serving our customers and advancing our mission to plan, drive, and sustain maintenance activities across approximately 15,000 miles of transmission lines, along with numerous substations, radio sites, facilities, and their associated equipment throughout a six-state region. Daily work is highly collaborative and can be customer-facing, with regular engagement alongside internal partners to address and resolve complex operational and data-driven challenges. The team operates in a focused, heads-down environment while maintaining strong partnerships with customers to ensure solutions are practical, accurate, and aligned with operational needs. The role involves managing and executing repetitive, detail-oriented processes, where data accuracy, consistency, and quality control are critical. Continuous evaluation of these processes is expected, with an emphasis on identifying inefficiencies, reducing rework, and improving system performance through thoughtful analysis and refinement. Work frequently spans multiple disciplines and systems, requiring integration of inputs from various stakeholders. Solutions are often modeled, tested, and refined before being implemented in coordination with IT partners. While the position is based on a shared campus with many customers, occasional travel to other locations may be required. The ideal candidate will bring strong knowledge of data systems and system configuration, along with the ability to collaborate effectively within a team and work closely with customers to gather requirements, validate outcomes, and drive sustainable improvements. Energy, adaptability, and a commitment to quality and continuous improvement are essential for success in this role.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Support business stakeholders and facilitate gathering and analyzing information using standard tools and approaches to:
Clarify business operations, functions, and problems.
Document/map current and future state.
Identify solution alternatives, evaluate the alternatives, and define procedures.
Provide process and organizational expertise for facilitating, planning, and executing approved business operations and change initiatives consistent with TF's strategic business objectives.
Research, interview internal BPA customers / end-users, stakeholders, and other interested internal parties to gather and understand customer / end-user requirements and/or business process, procedure, or workflow development, present solution recommendations to BPA management and stakeholders for consideration and approval.
Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs; incorporate findings and insights into project and change management plans, decision-making information and recommendations and other project considerations as appropriate.
Evaluate proposed and in-flight Transmission Field Services initiatives, including:
Assisting with the preparation of business cases in support of TFAI's stakeholders/customers by:
Conducting interviews with stakeholders to identify requirements.
Drafting/developing requirement documentation for review by TFAI manager.
Assisting BPA managers with:
Strategic Planning and decision-making and internal controls by collecting and presenting decision support materials.
Risk assessment by working with a wide array of subject matter experts to fully understand the impact of a proposed change.
Educating stakeholders/customers how to use ad-hoc reporting capability.
Assist with the development of assessments of operational, cultural, and organizational capabilities, resources, and risk factors. Provide recommendations as to whether ongoing programs, projects, operational processes, and IT support systems should be initiated, eliminated, or redesigned. Recommendations should include verification that initiative outcomes can be successfully managed, integrated, and implemented.
Assist with the performance of risk analysis by considering multiple risk factors, including:
Cost vs. benefit for Transmission and the Agency

Effectiveness of cost and project management controls
Level of effort required for project completion.
Support the coordination of planning and execution milestones, schedules, and tasks to facilitate successful completion of assigned initiatives by developing project plans and communication strategies for review and approval by the TFAI manager. Identify project deliverables and deadlines, including coordination of communication plans, change management plans, "as is" and future state assessments, user guides, desk manuals, and other necessary support tools.
Recommend program evaluation criteria and procedures that incorporate performance metrics, compliance requirements, and lessons learned.
Recommend programmatic and process changes to functional managers based on trends and stakeholder feedback.
Provide organizational and process analysis, reengineering, program planning and evaluation, and transition planning to facilitate the successful development and implementation of Transmission's business and strategic initiatives.
Assist with the analysis of organizational structure, functions, and processes to recommend changes for more effective allocation of resources, personnel utilization, management practices and procedures, systems and controls, delegations of authority, operational methods, and organizational efficiency.
Recommend methods for enhancing the efficiency and effectiveness of projects, programs and procedures through process modification and application of evolving technology.
Maintain regular, consistent, and effective communication regarding project / assignment status and concerns, with appropriate parties, including the BPA manager, project manager, stakeholders, project team, business analyst team, etc.
Collaborate with subject matter experts to convey the BPA management-approved technical vision and to analyze potential tradeoffs between usability and performance needs; work with project PM, business leads and appropriate BPA manager / personnel to reconcile and determine acceptable "tradeoffs".
As requested, perform appropriate testing of recommended and/or management-approved solutions, which may include creating / drafting and recommending new analytical tools or components, new or revised workflows, processes, standards, business-case criteria, and/or mitigation measures.
Provide Quality Assurance (QA) and/or User Acceptance (UA) testing to analyze, create, and execute test cases and scripts, verifying that configurations are functioning as designed and aligned with requirements.
Develop /draft documentation to 1) analyze and validate repeatability of processes; 2) facilitate training on new analytical tools; and 3) support business continuity and knowledge transfer.
Assist BPA management with integrating and aligning Transmission Field Services training programs and processes with other BPA-wide initiatives by conducting training needs assessments with stakeholders and clients, compile functional and training requirements, identify training needs, and organize recommendations of training solutions and approaches.
Provide/facilitate training for Transmission Field Services on Cascade, Vegetation Management System, Service Request System, and training to support business process improvement efforts and operational excellence initiatives.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor or associate degree in Business Administration, Management, Organizational Development, Accounting, Computer Science, or a closely related discipline is preferred:
8 years of experience is required with an applicable bachelor's degree.
10 years of experience is required with an applicable associate degree.
12 years of experience is required without a degree or applicable degree.
Experience should include direct experience in business analysis and/or project management and be progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
Direct work experience and knowledge of analysis and change management principles and methodologies with a solid understanding of how analytics and change management support the change process.
Demonstrated experience with analysis, project and change management approaches, tools, and phases of the project lifecycle.
Experience evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing optimization strategies and implementing solutions.
Experience in performing requirements analysis, and documenting/communicating the results of your requirement gathering to customers and leadership.
Experience developing user scripts and performing user acceptance testing. Experience implementing new systems/procedures and providing training to peers/customers on this implementation.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.
Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee.
Disposing Govt. Property
All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).
HR Support
CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
All work products must be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
