Job Summary

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.

Join the Office of Rural Health and Primary Care (ORHPC) as a Program Administrator and drive impactful public health initiatives for rural and underserved urban areas. These positions will administer Rural Health Transformation Program grants, working with partners and directing resources to support the health of rural communities. This role contributes to MDH's vision of health equity, ensuring all communities thrive with the resources needed for optimal health.

Key responsibilities include:
  • Leading and coordinating ORHPC programs, including Rural Health Transformation Program grants.
  • Engaging with diverse partners to shape programs and public policy.
  • Collaborating to identify and tackle public health issues with targeted initiatives.
  • Crafting and implementing strategic plans to maximize program effectiveness.
  • Providing policy and funding recommendations through detailed presentations and analyses.
  • Evaluating program outcomes and ensuring compliance with funding regulations.
  • Managing budgets, tracking expenditures, and adhering to auditing requirements.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Qualifications

Minimum Qualifications

Three (3) years of experience in a public health or similar program engaging external partners and managing budgets.

A degree in Public Health, Public Administration, Public Policy, or a related field may substitute for experience as follows:
  • Doctorate = 24 months
  • Master's = 18 months
  • Bachelor's = 12 months
  • Associate = 6 months

Qualifications to be assessed during the interview process:
  • Ability to successfully manage multiple projects and timelines.
  • Experience and skill in engaging diverse partners, establishing effective working relationships, and building consensus.
  • Excellent spoken and written communication skills sufficient to present complex information to varied audiences.
  • Experience managing grants to organizations.
  • Creativity in solving problems and ability to adapt to changing circumstances.
  • Computer skills, including proficiency with Microsoft Word, PowerPoint, and Excel.
  • Understanding of health equity and how to address systemic inequities through policy, programs, and funding.
  • Knowledge of issues related to public health in rural and underserved urban areas and the Minnesota healthcare workforce.
Preferred Qualifications
  • Experience analyzing, developing, and recommending public policy.
  • Knowledge of the public health system and private health care systems in Minnesota.
  • Knowledge of federal grant policies and grant management requirements for the State of Minnesota.
  • Quantitative and qualitative analysis skills sufficient to evaluate programs and studies and conduct research.
  • Master's degree in Public Health, Public Administration, Public Policy, or a related field.
